It reads: Whenever you cast an instant or sorcery spell, if it targets one or more other permanents you control, create a token thats a copy of one of those permanents. This effect also occurs if your opponent makes you discard a permanent, as you then get a token of it
Also worth noting is that MTG Foundations features many other elf cards too, potentially making an elf deck viable and adding more options to elf-loving commander players
Don't get me wrong, there is a version of the Captain HowlerCaptain Howler deck where you're playing some kind of grindy, long control game
