There is a very real cost (as there should be with The One Ring), since at a certain point the burden counters will be taking significant chunks of life from you, but the cards youre drawing along the way should more than offset it
There are already issues cramming too much lore into one set when it comes to Magic sets themselves, so I find it unlikely theyll try and fit that many references into one set
