Much like how most set reviews have lots of cards in the C category, I also have a higher concentration of sets in the C tier

This is a bit of an edge case since they aren't proper cards and are not typically available in constructed play, but I think it's fun when things get weird so I OKed them (with the exception of Power Play, because it undermined the structure of the tournament)
