I guess to tighten the band around the owner’s head - I think that it dated to the late 1950s or early 60

The brim is turned at the edge

complete with black satin lacing at the center front

The dress is made up of thin horizontal stripes with alternating colors of teal, pink, ochre, violet and gray against a black base. It has dolman above the wrist length sleeves, peek a boo neckline, neck ties and a defined waistline that cinches with a belt. The original belt was no longer with the dress, so Ive substituted a black cord belt. The dress has no closures
