The idea is to use this effect to put our opponent in a compromising position , which opens the door to several possibilities, such as Forcing them to retreat a Pokmon that has no Energy to attack or a high retreat cost, allowing us to attack and steal its Health for a long-term advantage
Trying to argue if a Hymn to Tourach is better or worse than a Vendillion Clique is hard to do and relatively pointless
There is a beloved two cost flashable for three that was pretty strongly played called Think Twice, this reduces a mana from it, but that's better in Spellslinger since you get two copies to trigger with Guttersnipe or self-mill since you can cast it later
