This is sick in EDH, has cross-format appeal, is at its price floor and likely gets a second look if the new Gruul commanders are any good, and that could be doubly-so if Simic happens to interact with it somehow
Unfortunately, this power comes with a consequence as EX cards cost a player 2 points upon death instead of 1
