It doesn't matter how many creatures you attacked a player with, only that you attacked a player with at least one creature

If you take Eminence away from Edgar Markov, the card isn't nearly as effective, but the fact that he can sit in your Command Zone all game and just churn out tokens that you can power up makes him a remarkably deadly Commander
