That means you kind of want a deck full of pump spells or Equipment, plus casting from exile enablers, in order to whack one thing pretty solidly each turn
It's mostly relegated to Commander, but Magic will always see creatures being put into play, so count on these cards to be relevant
It doesn't copy whether that permanent is tapped or untapped, whether it has any counters on it or Auras and Equipment attached to it, or any non-copy effects that have changed its power, toughness, types, color, and so on
Most Grapeshot decks have a ton of cantrips, spells that have an effect and then draw you a card for a low mana cost, letting you dig deeper into your deck to find your copies of Grapeshot
Without this repeatability, it would be pretty poor, but its still a great card in the right situation
